Traffic congestion is not only annoying. It is also costly. It is costly in terms of time, it adds to the cost of doing business, it increases air pollution and it increases accidents.

Unfortunately, the obvious solution of building more freeways and other roads usually does not work. In fact, it can result in even more congestion and pollution because it leads to more use of cars and increased sprawl.
